Reference Materials

1. First Law and Practice Report of the International Labor Organization  on Decent Work for Domestic Workers - this document is a survey of laws and policies covering domestic workers from all over the world.  It details the vulnerabilities and abuses suffered by domestic workers and how existing legal framework are either inadequate or not applicable to domestic workers.  It also documents how domestic workers are excluded from labor laws and policies of most countries.

2. Second Report of the International Labor Organization on Decent Work for Domestic Workers - this document compiles the responses of ILO member countries, trade unions, and employers groups on the questionnaire appended to the First Law and Practice report.  Of special interest is the proposed conclusion at the end of the report, which will serve as the basis for discussions on the form and content of the proposed ILO Instrument.

Conference Outputs and Frameworks for Action

1. Statement from Trade Union-Domestic Workers Regional Strategy Consultation for the International Labor Conference 2010 - this statement outlines a framework for action and strategy that will be used by trade union, domestic workers, and NGO advocates during negotiations in Geneva during the ILC.  This is based on workshops on the proposed conclusion from the 2nd Law and Practice report.  The conference was organized by the Philippine Technical Working Group, Migrants Forum in Asia, Asian Domestic Workers Alliance, Asian Migrants Center, the International Labor Organization (ILO) and other allied organizations.

2. Statement from the Second National Domestic Workers Summit - in Filipino, the statement is a consolidation of agreements reached during the Summit.  It served as the basis for the response of tri-partite stakeholders.  The Summit Statement is, in turn, influenced by the Consolidated Workers position and draws from island-wide consultations and from consultations conducted in partnership with Migrant Forum in Asia, Asian Domestic Workers Alliance, and other migrant advocacy groups.
